Officers' Terms and Duties |

Officers: The elected officers of the council shall be an immediate past president, a president, president-elect, vice president, a membership director, a treasurer, a recording secretary, and a corresponding secretary. The final two offices may be combined. Any member in good standing, who is also a member of the International Reading Association, is eligible to be an officer of the council. Term of Office: The term of office for the immediate past president, president, president-elect and vice president shall be for one year. The vice-president shall automatically succeed to the office of the president-elect and at the expiration of this term as president-elect, shall become president. The president shall become the immediate past president. The terms of treasurer and membership director shall be for two years. Time of Assuming Office: Officers shall assume the duties of office between April 1 and April 15, following the annual election. The election shall be completed by April 15. (ARTICLE IV – Section 3, TARC Bylaws, 2/19/01) |

Duties of President: The president shall act as the executive officer of the council. The president shall preside at all meetings of the council, shall act as ex officio chair of the Board of Directors and the Executive Committee, and shall exercise general leadership and supervision over the affairs of the council, implementing its purposes. The president shall countersign all contracts, and other instruments of the council, and shall execute such additional duties as are designated by the Board of Directors. Duties of President Elect: The president-elect shall serve as an ex officio member of the Board of Directors and as chair of the program committee, and fulfill such other duties as are assigned by the Board of Directors. The president-elect shall assume and perform the duties of the president in the event of the absence or incapacity of the president. Should the office of president become vacant, the president-elect shall become president immediately and shall service the unexpired portion of the president's term in addition to the year for which the president elect was elected. If for any reason the president-elect is unable to assume the duties of president immediately, the vice president shall assume the duties of the president. If the above outlined succession cannot be followed, the Board of Directors may appoint the immediate past president to finish the term of president. (ARTICLE IV – Section 5, TARC Bylaws, 2/19/01) |

Duties of Vice President: The vice president shall serve as an ex officio member of the Board of Directors, as a member of the Program Committee, and shall fulfill such other duties as are assigned by the president and the Board of Directors. Should the office of president-elect become vacant, the vice president shall serve the unexpired portion of the president-elect's term in addition to the term to which the vice president was elected. Duties of Recording Secretary: The recording secretary shall: 1) notify the total membership of the date, time, and place of all general meetings at least two weeks before the meeting; 2) record the events of all council meetings and all meetings of the Board of Directors and send them to the president within two weeks of the meeting for review as needed; 3) send the final copy of these minutes to each member of the board of Directors within 21 days of the meeting; 4) keep a permanent book of the minutes of all current and past meetings; and 5) cooperate fully with the successor by turning over up-to-date records within fifteen days of retirement from office. Duties of Corresponding Secretary: The corresponding secretary shall: 1) circulate proposed amendments and ballots to each member; 2) handle correspondence and notices; 3) send articles and notices to the state/provincial president and coordinator; 4) shall send ballots for the annual election of officers and board members to each member; 5) cooperate fully with the successor by turning over an up-to-date record of correspondence within fifteen days of retirement from office. Duties of the Treasurer: The treasurer shall: 1) maintain accurate and up-to-date fiscal records and accounts; 2) have custody of the funds of the council which shall be deposited in the name of the Tucson Area Reading Council of the International Reading Association at a bank designated by the Board of Directors; 3) sign checks on behalf of the council and in accordance with the budge approved annually by the Board of Directors; 4) oversee the signing of the signature card for the bank accounts; 5) forward money paid for state council dues to the state council treasurer, 6) cooperate fully with an annual audit; 7) perform additional duties as may be assigned by the president and the Board; 8) within five (5) days of retirement from office, turn over to the successor all funds, accounts and books of the treasurer. Duties of Membership Director: The membership Director shall 1) serve as chair of the membership committee; 2) maintain an accurate roster of members; 3) distribute a copy of the roster to members of the Board of Directors; 4) execute the duties essential to the maintenance of the membership records. Interim Replacement: In the event of a vacancy in the office of vice president, treasurer, membership director, recording secretary, or corresponding secretary, the Board of Directors shall have the power to fill the vacancy until the next regular election.
